Daily Issue with PT3 / PostgreSQL (Re-Install only solution)

Sorry for the necropost...but I never figured this out.

Here is more information. Whenever I am on the Internet at work (I believe it is a VPN or some sort of secure network you can VPN into remotely) if I open PT3 I get this error. Maybe something is going on on my computer that makes it thing I'm still connected to Internet at work? I don't know..

Re-installing every other day is awful...[postgre takes forever. If I am having permission issues why is a re-install fixing the issue? (This isn't a rhetorical question)
