Newbie install problem

Sorry for the lame post but I cannot get this PT3 to run.
I installed the program PT3 and the postgreSQL 8.3. I click to start PT3 and the program opens up. Nothing happens. If I click on import nothing happens.
Any suggestions?
I am pretty sure it is something that I am doing because I have uninstalled and reloaded the program twice on two different computers.
