im getting that error...
it tells me connection is refused
was working yesterday

1) Start->Programs->Postgres->Restart service
2) Try again.

Is the postgres service running?
Can you login via PGAdmin?
Can you stat PT3 at all?
Help us out man. There's a hundred threads with troubleshooting... Have you tried any of it?

postgres wont start on boot, or when i use stop or start service

Open up the Event Viewer and post the error message that is written to it when postgres fails to start.
