databaseproblem with new updatenr 14

hello
i updated this morning to beta14 and after i did so, it take a long time to sart up pt3, and the big problem is that i dont see the players in stats
with the following messase:
Unable to begin feeder import process. Reason: Unable to login to database (PT3 DB). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

what did you download? the free-standing beta 14 installer, or the bundle with postgres?

did you un-install anything first; or re-install over the top of your current configuration?

I downloaded the free standing beta14 without Postrqest
I did not unistal anything, not before and not after
and I installed over the top

That sounds like postgres isn't running - have a look at the Database / Postgres FAQ

is this a networked database or localhost?

yes, first check to see if the postgres postmaster service is running...
