Unable to login to database

[YaDaDaMeeN21]

I just opened up my PT3 as normal and i got this red font under the player listings that said "Unable to login to database (PT3DB) Reason: could not connect to server: connection refused (0x0000274D/10061) is the server running on host "localhost" and accepting TCP/IP connections on port 5432?" I looked at all my settings and everything looks normal. What should i do?
