From the chatter I've seen on the PostgreSQL mailing list, there are a couple of things going on here:
(1) Writing to the Program Files directory is even less approved of in Win7 than it was in Vista, so having the database cluster live in C:\Program Files\PostgreSQL\8.3\data\ is no longer a feasible solution with UAC enabled.
(2) The way that services are enabled and disabled on Win7 is different than it was in Vista, though apparently someone uploaded a patch to get around this (as of 1/27 anyway) in their testing version of the software. Assuming this works (I haven't tested it, obviously), that is no longer an issue for new releases going forward, just releases that are currently out now.
Now, I could have missed something also, but those don't sound like the most insurmountable problems, especially from the way people were talking. Either way, though, I'd be surprised if they didn't get support out fairly quickly, especially considering the most recent rumors I've heard are that Win7 is scheduled to be released this fall.
