By definition in PokerTracker 4 only one player can CBet - the player who made the final raise preflop. If you want statistics for how often players bet when the preflop aggressor does not CBet when they have the opportunity to do so then search for 'Float' and 'Probe' via the 'Configure -> Statistics' menu option in PokerTracker 4. Here you can view descriptions and formulas for all the statistics and when a statistic is selected you can view a description and formula for it on the 'Details' tab.
