What does it mean exactly?

That's the amount of chips paid in as blinds; it used to be tourney_hand_player_detail.amt_blind in PT3 (the _hand_player_detail table was merged into _hand_player_statistics in PT4).

So assuming that people on the blinds have more then the blind (+ante) worth of chips this string equals to SB+BB?

tourney_hand_player_statistics.amt_ante - and this would equal to (players at the table) * (size of ante), given the fact that everyone has at least ante worth of chips?

This is the total amount posted by you - if you're in the SB it is the SB amount (but less if you have a shorter stack than the SB) if you're in the BB it's the BB amount (but less if you have a shorter stack than the BB). Antes are not included here I don't think.
