How do use the stat, how is it applied, what do the numbers translate to?

You can see exactly how any stat in PT4 is defined by going to Configure > Statistics. Preflop Positional Awareness is "Ratio of the times a player opened the pot with a raise on the button to the times they opened the pot with a raise in early position." and is intended to give an indication of whether the player opens more from the button than they do from early position, which suggests that they're positionally aware (or, more usefully, if they're not).

Formula: (Number of Times Player Raised First in on the Button / Number of Times Player Could Raise First in on the Button) / (Number of Times Player Raised First in in Early Position / Number of Times Player Could Raise First in in Early Position)

If your Preflop Positional Awareness stat is 2.49, what does that indicate? For one game type the stat is 3.23 and for another game type it is 2.48.

The higher the number the more positionally aware the player is (because they raise more from the button than they do from early position), although you'll find variation between different table sizes because raising in EP isn't as rare at 6-max as it is at 9-max for example. The absolute numbers probably aren't so useful as comaparing the value for a player against the other players you see at that stake.
